Much like a game of international ping pong, the race to enact comprehensive data protection legislation began in Europe with the General Data Protection Regulation, crossed the Pond and the Continental United States to California, where the California Consumer Privacy Act and now California Privacy Rights Act were born, and has now bounced back eastward across the United States to Virginia, which enacted the Consumer Data Protection Act on March 2, 2021.  See here for some answers to basic questions regarding the applicability and scope of Virginia’s new law
